On December 31, 2008, Department of Homeland Security Secretary, Michael Chertoff, wrote an article that was published on TwinCities.com, in which he said "High on people's (2009 resolution) lists should be a resolve to become better prepared for emergencies."   In this article, he reported that, although many people had become more aware since 9/11, in two different surveys there were dismal results regarding families being prepared.  In survey one, it said "only 40% of respondents had said they created a family emergency plan" and in the second survey"only 31.3% have developed emergency plans."
